The code flips to redeemed the moment it is used. A code that has not been used yet can be revoked, with a reason recorded against it.
Programs exist because the money usually arrives in named buckets, and someone eventually asks what each bucket bought.
Each program holds its own allocation, drawn from the pool you bought. When it runs down, it runs down on its own. It cannot draw on another program's share.
A code belongs to whoever holds it, not to an email address. If a carer gives you a different address to the one on file, nothing breaks and nobody is locked out.
Invite your own staff so the people running a program can issue and check codes themselves, without routing every request through one person. Every action is recorded against the person who took it, so you have a full audit trail of who issued or revoked what, and when.
The card's contents are encoded into the QR code on the carer's own device. Diagnoses, medications and notes are never uploaded, so there is no store of them to breach or to request.
There is no account for the person receiving care, and nothing about them for you to administer. The carer holds the card, the way they hold a wallet.
What we hold is your side of it: the codes, which program they came from, when they were issued, and when they were activated by the carer. That is the reporting you asked for and nothing beyond it.
